Chief Elections Officer Goocool Boodhoo says the second cycle of the continuous registration process will begin on Monday, September 6. This he claims is in accordance with the law and the commencement order and registration offices will be published in the press. According to Boodhoo, the commission will be meeting with the chief scrutineers, next Wednesday, on the preparedness of the registration offices after which the locations of those offices, and official hours of work would be published. There will also be a meeting of the commission and political parties, to inform them of any new developments. Boodhoo stressed that those policies governing elections are dictated by the commission and not any single person. The first cycle of continuous registration began in October 2005, and concluded earlier this year. Thousands of Guyanese have already collected their new national identification cards while some are still at the main office of the Guyana Elections Commission. The Guyana Elections Commision earlier this year made it clear that by April 2010 they were ready to run of the long awaited local Government election, but the election has stalled since the Governing Party PPP/C and the parliamentary opposition has not completed the local Government reform.
