Acting Chancellor substantive appointment in limbo

carl-singhGeorgetown: Acting chancellor of the Judiciary, Justice Carl Singh says his appointment as the substantive head of the judiciary depends on political agreement. Singh has been acting in the position since 2005.

 Under the Guyana Constitution, “The Chancellor and the Chief Justice shall each be appointed by the President, acting after obtaining the agreement of the leader of the opposition”.

However, opposition Leader David Granger rejected Justice Singh as a candidate for the post of chancellor of the judiciary.

Granger earlier in the years said that the posts of chief justice and chancellor should be advertised both locally and in the Eastern Caribbean, where other jurisdictions share Guyana’s laws.

But, Cabinet Secretary Dr Roger Luncheon said Granger’s proposal falls outside the constitutional provisions and would be a totally new-route which the government is not prepared to embrace at this time. This leaves the appointment to the substantive post in limbo as officials appear reluctant to agree on a way forward.
