Assistant Commissioner David Ramnarine in the hot spot after irrefutable evidence surfaces.

Georgetown- After weeks of allegations and blame about the 2011 elections money saga involving the Guyana Police Force, the Home Affairs Minister produced what is considered irrefutable evidence in Parliament to show that assistant commissioner David Ramnarine signed as receiving the allocation of $90 million for police ranks during the last elections. Ramnarine is on record as saying that he did not receive a blind cent of the money, however a cheque dated November 26, 2011, shows the signature of Ramnarine endorsing it and was encashed by his divisional finance officer. Ramnarine at the time was in charge of E&F divisions. Today, Trakkernews tried to contact a boisterous Ramnarine for a comment on the latest evidence countering his claims. During the last elections, Trakkernews was informed about a conversation between Ramnarine and former President Bharrat Jagdeo while in Berbice. The President made mention about the allocation of funds for the police force to which Ramnarine said he did not receive. The President then called the Police Commissioner and had strong words with him about the claims made by Ramnarine. The commissioner reportedly told the President that he will immediately investigate why the funds were not made available.  

According to information from the Home Afairs Ministry, the sum allocated to the Guyana Police Force was to meet the following expenditure: $39,641,200 to take care of budgetary shortfall to run the routine operations of the Guyana Police Force under line item 6261 – Local Travel and Subsistence. This shortfall was brought to the attention of the Finance Ministry as early as the second quarter of 2011.
Secondly, $8,000,000 to cater for the transport and travelling of ranks specific to general and regional elections activities. This sum was fully expended for this purpose; thirdly, $43,008,000 to provide for the feeding of police ranks who were inline prior to, during and after the elections. This expenditure also catered for the provision of rations for police ranks who, were required to travel to outlying areas in the interior of the country to protect the integrity of the elections process.
