Guyana moving towards 21st-century financial management

Georgetown: The National Procurement and Tender Administration Board (NPTA) in collaboration with IDB commenced an evaluator training workshop earlier today. The workshop is intended to strengthen public procurement as Guyana moves towards 21st-century public financial management.

Delivering opening remarks at the Guyana Marriot Hotel this morning, Chairman of the NPTA, Berkley Wickham told participants the legal framework for procurement in Guyana is changing.

“Among other areas, there will be new methods of procurement and evaluation criteria will become more specific,” the NPTA Chairman explained.

He urged participants to “never confuse poor untested past practices with proper practice,” as he reminded that “in the past, evaluation processes may not have been challenged.”

Wickham reminded that procurement decisions are the subject of public audit and as such continuous evaluator training is essential.

Meanwhile, IDB Procurement Specialist, Ivan Gaviria noted that with the advent of all the expected economic changes in Guyana, workshops such as these are crucial.

“With everything that is coming up in the country, big changes, looking towards the future and also ensuring that public procurement and the processes therein and evaluations are maintained with the principles of fairness, impartiality and transparency I think that the workshop is going to be very beneficial.”

The two-day workshop will engage and inform participants from various governmental organisations across Guyana on the general principles of tender evaluation.
