Georgetown: Local Content specialist, Dr. Michael Warner will make a presentation on the implementation of Guyana’s Local Content Policy on Wednesday.
The presentation is being facilitated by DAI, the development company that is managing Exxon’s Centre for Local Business Development. The presentation will be held at the Pegasus Hotel.
Dr. Warner said that his presentation seeks to contextualise the Local Content Policy in a frontier country with a relatively small economy and a large discovery.
Guyana’s Local Content Policy is in its second draft. Dr Warner noted the key aspect of the policy is the promotion of collaboration between the government and industry, a more internationally recognised shift.
“That bodes well I think for the future,” Dr Warner noted. He added Guyana’s Local Content Policy “sends the right message around collaboration” and “co-creation around what happens next, a need for dialogue” and reporting.
The second draft of the Local Content Policy delineates the framework by which local content will be understood developed, measured and secured. In the Guyanese narrative, local content refers to local goods and services, including employment across the oil and gas value chain.

Dr. Warner is a senior specialist in local content with the Sustainable Business Group for DAI. He has over 20 years’ experience in local content development in the oil and gas industry. Last year, he facilitated a master class with government and private sector officials facilitated by the Centre for Local Business Development.
