Georgetown- Once top cop of the country now fallen in the eyes of society in a most disgraceful manner, is how one senior offficer in the police force puts it. Henry Greene is likely to tender his resignation today as police commissioner. This comes in wake of rape charges levelled against him which many believe he has benefited by unashamedly exploiting every single opening in the criminal justice system to avoid a charge of rape being preferred against him and he has been aided and abetted by the government which failed to take the disciplinary measures it should have employed at least by the time that he admitted that he had had sexual relations with the complainant in this case. Only last week the chief justice overturned a rape charge against the commissioner.
Ian Chang ruled that the DPP in her submission failed to examine thoroughly the credibility and reliability of the alleged victim. He noted that the establishment of a prima facie case was not sufficient enough to make out a case of rape.
“The DPP’s case is based on no more than a prima facie case,” Chang said in his ruling. The chief justice described the DPP’s advice as “irrational”. Greene moved to the High Court through a battery of high profile lawyers on February 7 to bar Crime Chief Seelall Persaud and acting Police Commissioner Leroy Brummel from instituting the charges recommended, and to quash the decision of the DPP. He said the DPP’s advice to charge is “irrational, unreasonable, unfair, unlawful, unconstitutional, null, void and of no legal effect”. He was successful in blocking the charge of rape.
