A Commission of Enquiry into the May 2010 incursion in West Kingston is among the five recommendations in a report by Public Defender Earl Witter laid in Parliament yesterday.

In the report Witter stated that a full judicial enquiry is needed to unearth the details of what transpired.

The report highlighted that the Office of the Public Defender is limited by legislation and resources to undertake the kind of investigation required to get answers.

That’s why he has recommended an upgrading of the Government’s forensic laboratory and an amendment to the Public Defender (Interim) Act.

The Public Defender is recommending that the Kingston and St Andrew Corporation, take immediate steps to ensure sustained compliance with burial requirements at the May Pen Cemetery.

He has also recommended the designing of an entrepreneurship model to drive economic and social development of Tivoli Gardens/West Kingston.

Wtter's report highlighted that many residents continue to face hardship as a result of the social and economical replacement caused by the 2010 operation.
